Interactive Maps for Situational Awareness
Unique only to Doberman Emergency Management is our innovative approach to situational awareness. Our geospatial intelligence analysts create custom dashboards that overlay real-time data, historical incidents, best practice, threat level awareness, and vulnerability status. We provide our recommendations to mitigate, respond, and recover from 30+ hazards based on this information and include it into your dashboard.

Your first line of defense in any crisis is getting the right information out to the right people at the right time. If any of these are amiss, the crisis may spiral into a catastrophic incident. We provide strategies, plans, template notifications, and training on mass notifications.

Reunification Planning
Reconnecting survivors with loved ones must be a top priority. Parents will show up to check on their children. Where should they go? How do you keep them safe and ensure children are reunited with guardians? When is the proper time to dismiss and return home after an incident? Stop the bleed / First-aid kits & Training by Emergency Medical Professionals
Bleeding control kits are sweeping the nation. From regulation to awareness, schools need AEDs, first-aid emergency packs, and bleeding control kits. The stuff in the bag is only as helpful as the person using it. We take it to the next level by providing training to staff and teachers on how to use the contents in the bags. Our instructors are experienced emergency medical technicians (EMTs), paramedics, and combat medics.
Active Shooter Awareness Training (exercises available)
Our custom active shooter awareness course combines real-world incidents with national best practice to teach civilians how to respond in crisis. We talk about threat reductions, mental health, situational awareness, and how to interact with first responders.

Emergency Operations Plan (EOP) Review & Update
Doberman Emergency Management is nimble so that we meet you at your level. Whether your school district/ university has a dedicated full-time emergency management staff, or your school is brand new to emergency readiness - we can jump in. Our clients have asked us to do plan reviews, plan updates, and plan creation. Our standard practice is to interview stakeholders, conduct an HVA, and hold training to ensure plan integration in an emergency.
Leadership & Stakeholder Coordination
A key tenent of how we operate is the utilization of stakeholder involvement. Best practice in emergency management involves leadership and “local knowledge expertise.” Our templates are only as strong as the interviews, data gathering, training, and perspective that comes with collaboration between our experts and our clients. We include everyone. There are no surprises in our living plans because of our coordination with you, the client.
Physical Security Surveys with Security Camera Review & Recommendations
As part of our ethos to enhance emergency management through innovation, Doberman Emergency Management developed a custom application and approach to physical surveys. This custom built application created for Doberman allows us to provide on-site walk throughs to capture data, geolocate points of interest in real-time, and organize information for recommendations.

Severe Weather Protocols
This may be the most common issue that we help schools overcome, especially K-12. When severe weather hits, you need to make decisions fast. Make ‘the call’ with confidence by learning about how weather patterns can impact students, parents, and staff. Fall back onto your plans and templates to send out the right information at the right time to prevent a disaster.
Hazard Vulnerability Assessment
Do you know what your hazards are in your community? Doberman Emergency Management custom developed a process that weighs hazard data against the impacts of life, property, and continuity of operations. We take it beyond, ‘high frequency, high impact,’ we reduce threat by analysis which allows you to steer appropriate resources to the most effective areas of mitigation.
Occupant Emergency Plan
Typical to hospitals and governmental facilities, Doberman Emergency Management has repurposed Occupant Emergency Plans for schools. Your campus deserves to have the right organization in place to respond to any disaster. Whether you choose to have a volunteer response team or your key leadership becomes your school’s Crisis Response Team - this is where those tasks are developed.
Volunteer Response Team Organization & Training
Are there passionate people in your organization about readiness?
Do you need to identify the helpers?
We build and train volunteer response teams for your schools. This includes faculty, staff, administrators, and (when appropriate) parents. We build the organization and use programs to promote readiness in your organizaiton. Our aim is to help the volunteers find success without hurting themselves or professional responders.
Campus / District
Crisis Response Organization
If you are in a senior leadership position, you will be required to make decisions to save the organization. This includes the students, the property, and the educational tempo. We will help you organize by identifying key stakeholders, creating delegations of authorities (conditionally based), training personnel, and (if needed) recommending full-time emergency management staff in your sphere of influence (ie persons from the school).
Continuity of Operations Planning
Luckily for everyone in school, COVID-19 dramatically increased your ability to operate during a disaster. This is called continuity of operations.
However, in addition to public health crisis, there are numerous triggers changes to the normal school-day.
For research institutions: we will work with you to identify protocols to save the priority research (such as data in -80 freezers).
Business Impact Analysis
A multi-prong approach, these plans are some of the most meaningful for business and take up the most amount of time to complete. We suggest BIAs only after the HVA, EOP, and OEP are complete.
Stadium / Event Guest Access
Doberman teams up with an amazing organization, Circool to enhance access and safety during large events (like concerts, graduation, parent teacher nights, etc.). Circool provides the technology, we provide the planning.
Evacuation Planning with Mustering Locations
With the support of our geospatial intelligence analysts and on-site personnel, we will identify safe areas for students and staff to evacuate to in an emergency that follow national best practice and fire standards. These locations are referred to as mustering locations.
Chemical Biological Radiological Nuclear (CBRN) - Hazardous Materials Review and Planning
We identify the factories that may cause an emergency for your institution. We work with you to mitigate or plan for such events in order to promote safety.
Stadium Counter-terrorism Training with DHS Safety Act
In concert with The Readiness Lab, we provide the most advanced emergency management training for dynamic populations. All Stadiums in the United States should receive DHS Safety Act certifications.
